HOLDEN BOARD OF SELECTMEN
MEETING MINUTES
OCTOBER 15, 2012

6:30PM                                                                          Memorial Hall

Present:        Chairman Anthony Renzoni, Robert Lavigne, James Jumonville,
Mark Ferguson, Kenneth Lipka

Others Present: Jacquie Kelly, Acting Town Manager
                        Elizabeth Helder, Recording Secretary

Others Absent:  Nancy Galkowski, Town Manager

Chairman Renzoni opened the meeting at 6:30PM. The Board participated in the Pledge of Allegiance.  

Selectmen Licenses, Permits and Appointments

The Board interviewed Ms. Lorna Felix, the owner of Lorna Jean’s Good Eats Food Truck.  Ms. Felix said she has been operating her business in Sterling and was looking forward to moving to Holden.  She will be located in the back of the lot next to the Hess Gas Station on Main Street.  The Board welcomed Ms. Felix to Holden.

Motion by Sel. Lavigne, seconded  by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPROVE A FOOD SALES LICENSE TO LORNA FELIX ON BEHALF OF LORNA JEAN’S GOOD EATS FOR A FOOD TRUCK FROM OCTOBER THRU DECEMBER 2012, 2 DAYS A WEEK 11AM – 6PM LOCATED IN THE LOT NEXT TO THE HESS GAS STATION AS PRESENTED.

Motion by Sel. Jumonville, seconded  by Sel. Ferguson, it was UNANIMOUSLY VOTED TO APPROVE A COMMON VICTUALER LICENSE TO SUSAN CECCACCI ON BEHALF OF THE FRIENDS OF THE RED BARN INC FOR THE FRIENDS OF THE RED BARN FESTIVAL ON SATURDAY, OCTOBER 20, 2012 FROM 1PM – 4PM PENDING THE CONDITIONS SET BY THE HEALTH INSPECTOR.

Appointment of Holden Representative to the Montachusett Regional Vocational Technical High School District Committee

Mr. Jim Cournoyer, the current Monty Tech School Committee Rep, addressed the Board.  Mr. Cournoyer has served as the Holden Committee Rep. to Monty Tech. for four years.  He spoke to the many accomplishments and achievements being reached by the students at the school.  The school recently had two separate science experiments conducted on NASA space shuttle missions.  While Holden is allotted 45 “spaces” for student enrollment at the school, the highest amount of enrollment at the school has been 20 students.  Mr. Cournoyer spoke highly of the technical and academic options offered by the school.  Mr. Cournoyer said that one of his goals during his next four-year term is to implement a HVAC program at the school. He encouraged students to come and take advantage of what the school has to offer.

Motion by Sel. Lavigne, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPROVE THE REAPPOINTMENT OF MR. JIM COURNOYER TO A FOUR YEAR TERM TO THE MONTACHUSETT REGIONAL VOCATIONAL TECHNICAL HIGH SCHOOL DISTRICT COMMITTEE PENDING APPROVAL BY THE TOWN MODERATOR.

Donation of Computers by Fallon Community Health

Acting Town Manager Kelly introduced Ms. Mary Ritter of Fallon Community Health.  Ms. Ritter, a Holden resident, was responsible for making the donation of the hard drives to the town possible.  Ms. Kelly said all of the 27 donated hard drives were compatible with the town’s existing systems

Ms. Kelly also thanked Steve Gross, Network Administrator with the Holden IT Department for his work in implementing and installing the computer equipment at the library, Senior Center and Fire Station.

The Board thanked Ms. Ritter and Fallon Community Health for their generous donation.

Town Manager Miscellaneous

  • Acting Town Manager Kelly informed the Board that the national and state Election has been scheduled for Tuesday, November 6th.  New residents may register to vote during the regular Town Hall hours.  Please notE the last day to vote is Wednesday, October 17th.
  • Ms. Kelly reported that the Economic Development Committee has been coordinating the Town’s participation at the upcoming New England Business Expo to be held at the DCU Center from 9AM-7PM on November 1, 2012.  There will be representation at the event from the EDC, as well as Town staff.  If any Selectmen wish to attend, please let the Town Manager’s office know.  Various events at the Expo include a luncheon and business-after-hours starting at 5PM.  This will be a ‘first’ for the Town and all involved look forward to showcasing economic development opportunities and potential in Holden.
  • The Wachusett Regional Recycling Center will host its regular collection on Saturday, October 20th from 8AM-11AM.  Free document shredding will also be collected at this event.  The Center is located at 131 Raymond Hunting Highway.
  • The DPW has announced its Fall Composting Schedule.  Collections will be taken at the former landfill site on Saturday, October 27, November 3, November 10, November 17, and December 1.  Collection will take place from 8AM-2:30PM weather permitting.
  • Ms. Kelly announced that the annual Friends of the COA Harvest Fair will take place on Saturday, November 3rd from 9AM-3PM at the Senior Center.  Lunch will be available for purchase as well as crafts from many area professional crafters.  Admission to the event is a non-perishable donation to the Food Pantry.
  • The Board reviewed an updated list of the Board’s pending and open items.
  • The annual softball game between the Holden Town employees and the Holden Area Chamber of Commerce has been rescheduled to Saturday, October 27th at 2PM at the Davis Hill School field.
  • Ms. Kelly announced that due to the recent frost, the threat of mosquito-borne illness is over and all town fields have been reopened after 6PM.
  • Ms. Kelly reminded residents that the 3rd Quarter Tax Bills are due November 1st.

No one came forward to address the Board.

6. Selectmen Subcommittees

Sel. Renzoni: Water/Sewer Advisory: Next meeting 10/30 at 7PM at the Starbard Building.
Sel. Jumonville: Memorial Day Parade:  Nothing to report.
Sel. Lipka: Municipal Electric Advisory: Nothing to report.
Affordable Housing: Nothing to report.
Sel. Ferguson: Open Space: Nothing to report.
Town Manager’s Contract Negotiation Committee:
Sel. Lavigne: EDC: Preparing to attend the Business Expo on November 1st.  Committee members will attend with Town Employees.  The Chamber of Commerce will also have a booth at the event.  Selectmen are encouraged to attend.

7. Selectmen Miscellaneous

Sel. Lavigne: 1. Attended Public Safety Day on October 14th.

Sel. Ferguson: 1. Announced that the Senior Center will host the Best of Friends Harvest Fair on Saturday, November 3rd from 9AM-3PM.  Crafts, food and baked goods will be sold.  The entrance fee is a non-perishable food donation for the Wachusett Food Pantry.  Questions?  Call Fay Ellis at 508-829-6854.

Sel. Renzoni: 1. Announced that the 250th Bandstand Committee is hosting a scarecrow contest at the Bandstand.  All residents are encouraged to enter their scarecrow in the contest.
2. Announced that Santa Claus will arrive at Town Hall on December 1st.  The Girl Scouts will be there to welcome him at the Town’s Annual Tree Lighting Ceremony.
3. Sel. Renzoni announced that he will sponsor a forum on October 27 at 10AM to help to generate ideas to find the Wachusett Food Pantry a new home.  Questions?  Email anthonyrenzoni@hotmail.com or check out the town website at www.holdenma.gov.

8. Approval of Previous Minutes

Motion by Sel. Lavigne, seconded by Sel. Lipka, it was UNANIMOUSLY VOTED TO APPROVE THE SEPTEMBER 17, 2012 MEETING MINUTES AS PRESENTED.

9. Executive Session

Motion by Sel. Lavigne, seconded by Sel. Lipka, it was UNANIMOUSLY VOTED TO ENTER INTO EXECUTIVE SESSION AT 7:04PM TO CONDUCT STRATEGY SESSIONS IN PREPARATION FOR NEGOTIATIONS WITH NON-UNION PERSONNEL AND TO CONDUCT CONTRACT NEGOTIATIONS WITH NON-UNION PERSONNEL/TOWN MANAGER AND RETURN TO REGULAR SESSION FOR ADJOURNMENT PURPOSES ONLY.  ROLL CALL VOTE: FERGUSON: YES; RENZONI: YES; JUMONVILLE: YES; LAVIGNE: YES; LIPKA: YES.
